Context

DSM strategy is also tackling domestic energy consumption through the regulation of energy saving appliances for 7 product lines led by the Emirates Authority for Standardization and Metrology (ESMA). The ESMA Energy Efficiency Standardization and Labelling Program is well-established in the UAE. Since early 2013, when energy performance labels were made mandatory for residential air conditioning units, the program has undergone several steps of improvements and extended across more product lines.

The program operates through the following levers:

  • Remove inefficient products from the market
  • Improve the level of efficiency on household appliances in terms of electricity and water consumption
  • Increase the general public’s knowledge of energy efficient appliances to enable educated choices and promote the adoption of energy efficient appliances
  • Provide a tool for authorities to enforce their requirements
    • Encourage manufacturers to develop new technologies for higher efficiency levels
    • Continuously raise the efficiency bar for appliances entering the UAE

Scope

The program focuses developing and implementing Minimum Energy Performance Standards (MEPS) and Comparative Labeling Scheme on electricity and water consumption for electrical appliances used in the UAE. The program requires all appliances entering the Dubai market to meet minimum efficiency standards (1 star) and to show their energy performance through a label.

The Program covers 7 product lines

  • Air conditioning units
  • Refrigerators/freezers
  • Washing machines/dryers
  • Dishwashers
  • Electric storage water heaters
  • Lighting fixtures
  • Water fixtures

Key Initiatives

Collect consumer purchasing data to identify adoption trends for energy efficiency appliances

Regularly update Standards & Labels for appliances and equipment to raise the bar on energy efficiency minimum requirements

Develop consumer awareness on standards and labels (ESMA star rating system)

Ensure compliance of OEMs, distributors and retailers with ESMA requirements for appliances and equipment, in close collaboration with local Government entities
